Workforce Pell Grants: Approved Programs and Who Qualifies

Workforce Pell was created by section 83002 of Public Law 119-21, signed on July 4, 2025, and applies from the 2026-27 award year, which began July 1, 2026. A program qualifies if it runs 150 to 599 clock hours (or 4 to 15 semester hours, or 6 to 23 quarter hours) over at least 8 and fewer than 15 weeks.

Approval takes two steps. The state's governor approves the program first, after consulting the state workforce board: it must train for high-skill, high-wage, or in-demand jobs, meet employers' hiring requirements, and lead to a credential that counts toward a certificate or degree. The Department of Education then checks that the program has run for at least a year, that at least 70% of students complete it and 70% find jobs, and that its tuition and fees do not exceed the earnings gain of its graduates.

Students must meet the usual Pell Grant rules, with two differences: a student who already holds a bachelor's degree can qualify, and a student with a graduate credential cannot. The award is prorated for programs shorter than a full academic year. Applying starts with the FAFSA and the college's financial aid office.

No single federal list exists yet. The Department of Education announces each federal approval in a press release, and some states publish the programs their governor has approved, which are the ones eligible to seek federal approval next.
